2001 Ford Winstar- odd brake problem

It did end up being the ABS system. When they scanned it it came up as every sensor was pinging- so couldn't really narrow it down- the best guess he had was that the ABS motor was failing and this was making every other sensor ping. I ended up pulling the ABS fuses and problem solved. I have to drive more carefully in the snow now, but at least I know the brakes will at least try when I push them ;)

Pro portioning valve

I have a nephew who owns a 65 mustang that was recently converted to all disc breaks by a professional shop, the rebuild is 4 months old and the car has lost all braking capacity due to proportions valve failure twice in three months, what might cause this?
